
Isabela State University (ISU) through the initiatives of the Regional Agri-Aqua Innovation System Enhancement Program in Cagayan Valley (RAISE-CV) welcomes new partners to accelerate the advancement of the AANR sector in the region through technology commercialization and market expansion on August 19, 2025.
Held at ISU Climate Change Building, the agreement signed include:
- ISU and Philippine Exporters Confederation (PhilExport) – Region 02 Bountiful Cagayan Valley for Development of export activities in the region;
- ISU and Isabela State University and Cagayan Valley Region Ranchers Association (CAVRRA) for the development of programs to improve ruminant production in the region;
- ISU, Quirino State University (QSU) and G Gracela for the transfer and commercialization of banana flour technology through co-incubation program; and
- ISU, Western Mindanao State University (WMSU) and FDN Integrated Farm for the transfer and commercialization of ZamPen Native Chicken production technology through co-incubation program.
This signing event, held during the two-day Mentoring and Writeshop for ISU System Technology Generators, was led by Dr. Boyet L. Batang (University President), together with Dr. Orlando F. Balderama (Vice President for Research and Development, Extension and Training), and Dr. Jonathan N. Nayga (Program Leader, RAISE-CV).
In attendance are Dr. Hermenegildo F. Samoy, Jr. (University President, QSU), Dr. Artemio T. Antolin (President, PhilExport-02), Dr. Emma D. Aspiras (Technology Developer, QSU), Mr. Leon Millan Emmanuel L. Romano (Executive Director, PhilExport-02), Mr. Roberto Agcaoili (President, CAVRAA), Dr. Aubrey Joy M. Balbin (Project Leader, DOST-PCAARRD-ISU ATBI and incubatees), Mr. Francis D. Nitura (Owner, FDN Integrated Farm), and Ms. Gracela Grae N. Mendoza of G Gracela.
These agreements underscore ISU’s strategic direction toward enhancing the regional innovation ecosystem by cultivating a supportive environment for startups. This is also in support of the attainment of the Philippine Development Plan (2023-2028) with focus on modernizing agriculture and agribusiness, and in advancing research and development, technology and innovation.
