Isabela State University (ISU), in partnership with researchers from the Philippines and international experts from Kyoto University, is currently undertaking a comprehensive flood study in Tuguegarao City aimed at strengthening climate resilience and advancing science-based flood management solutions in the region.
The initiative forms part of ISU’s Integrated Water Resources Management (IWRM) program, which seeks to address recurring flooding, sedimentation issues, and the sustainable optimization of water systems across the Cagayan Valley Region through research-driven and community-centered approaches.
The visiting delegation paid a courtesy call at Tuguegarao City Hall, where they were welcomed by Mr. Juanito Calubaquib (City Administrator), representing City Mayor Maila Rosario S. Ting-Que, together with Mr. Donne Angelo Oñate (Executive Assistant IV). The team is in the city from January 22 to 28, 2026, conducting technical consultations, field inspections, and post-flood assessments in areas most affected by recent weather disturbances, including those impacted by Typhoon Uwan.
Leading the international experts are Professor Sameh Kantoush and Associate Professor Saber Mohamed of the Disaster Prevention Research Institute – Kyoto University. They are joined by graduate researchers Engr. Jerome Acy (PhD student), Engr. Qzarimah Singson-Valdez (PhD student), and Engr. Miki Yamai (MS student), alongside ISU Echague personnel and Science Research Specialist Englebert Manmano.
The study focuses on analyzing flood behavior, identifying vulnerable zones, and documenting community experiences to support the development of adaptive and evidence-based flood mitigation strategies.
As part of the field engagement, the team visited the Tuguegarao City Command Center and conducted on-site assessments in selected flood-prone barangays. These activities were facilitated by the City Government with the assistance of Mr. Gerald Valdez (Barangay Affairs Officer OIC), Mr. Ian Valdepeñas (CDRRMO Operations Head), and Ms. Wilma Estolas (Information Officer), ensuring close coordination with local officials and affected communities.
The collaborative effort will culminate in a Stakeholders’ Forum on January 26, 2026, to be held at the ISU Echague Campus. The forum will bring together local government units, researchers, and sectoral partners to translate research insights into localized IWRM practices, reinforcing flood resilience in Tuguegarao City and contributing to long-term disaster risk reduction throughout the Cagayan Valley.
