ECHAGUE, ISABELA– Isabela State University Professional Development and Training Institute through approval of Government Procurement Policy Board (GPPB) joined some 80 regional government and school staff in a 2 day seminar on the revised Implementing Rules and Regulations (IRR) of Republic Act 9184.

Local Government Units comprising of Municipality of Roxas, City of Cauayan and Municipality of Jones together with Santiago Medical City attended the regional seminar held at the Isabela State University, Alba Hall on June 13-14, 2019. They were joined by Department of Public Works and Highways (DPWH) bidding supports staff, Department of Interior and Local Government (DILG), officials of Department of Agriculture (DA) and other government agencies in the region.

The seminar aimed to strengthen the capacity of procurement practitioners for effective implementation and enforcement of RA 9184 known as “an Act providing for the modernization, regulation and standardization of the Procurement Activities of the government and for other purposes”.

Dr. Georgina M. Dioses, the University Director for Professional and Development, stressed “so dito sa government kasi, kailangan ng may biding lahat. Ngayon mayroon tayong tinatawag na BAC Members, PWG’s and Secretaries. Lahat sila dapat dumaan sa training para alam nila yung IRR o [act ng] Republic Act na yan”.

This is in relation to the cases filed against some government officials in misconduct of the procurement process.

Mr. Francis C. Bautista, OIC Assistant Director of the Department of Budget and Management (DBM) Region 02, discussed on the overview of the revised IRR of RA 9184 and its scopes and application, Principles of Government Procurement, Procurement Organization, and the review of the Procurement Planning.

Meanwhile, Senior Budget and Management Specialist of DBM talked about the Standardized Bidding Procedure for Goods and Infrastructure Projects, Philippine Bidding documents and the Standardized Bidding Procedures for Consulting Services.

For the second day, Ms. Ludivina T. Potot, Chief Budget and Management Specialist of DBM shared some alternative methods of procurement. She also talked about the Penal, Civil Administrative and Provisions, Protests and Mechanics and Blacklisting Guidelines.
