Isabela State University (ISU) conducts its Gender Sensitivity Training (GST), Harmonized Gender and Development Guidelines (HGDG) Basics, and Gender Mainstreaming Evaluation Framework (GMEF) Workshop from July 29-31, 2025 at the Climate Change Center R&D Support Facility Hall at the ISU Echague Campus.

The three-day workshop is designed to develop the capacity of Campus Research and Extension Directors, GAD focal and alternate focal persons, as well as college GAD coordinators, in effectively implementing gender mainstreaming across University operations. This initiative directly responds to the gaps identified during the 2024 GAD AR Attribution Workshop, with focus on meeting the requirements of the HGDG checklist for research and extension proposals in anticipation of the upcoming institutional GMEF audit.

Recognizing the importance of institutionalizing gender mainstreaming within ISU, the workshop also aims to equip new GAD focal persons with essential knowledge and hands-on experience in using key gender tools, while serving as a refresher for more senior members. This dual approach is intended to strengthen their capacity to promote gender equality and ensure the University’s GAD commitments are met.

The training initiative is anchored on three core components: (1) Gender Sensitivity Training (GST), which builds a shared understanding of gender concepts and fosters inclusivity, especially among newly designated GFPS members; (2) in-depth training on the Harmonized Gender and Development Guidelines (HGDG), designed to boost technical expertise in project and program development, particularly for researchers and extensionists who often face challenges in complying with HGDG standards or whose proposals are not submitted for GRRDC review due to insufficient training; and (3) intensive training on the application of the Gender Mainstreaming Evaluation Framework (GMEF), aimed at preparing GFPS members for the forthcoming institutional audit and enabling thorough evaluation of gender mainstreaming across ISU’s systems, programs, and practices.

After the said workshop, it is expected that the participants are informed and equipped with GST fundamentals, HGDG basics, and GMEF application skills with the end goal of establishing the University’s commitment to addressing national GAD mandates and advancing key Sustainable Development Goals, particularly SDG 4 (Quality Education), SDG 5 (Gender Equality), and SDG 10 (Reduced Inequalities).
