Isabela State University (ISU) is committed to fostering an inclusive and equitable workplace environment by guaranteeing the labor right of our employees to form unions, freedom of association, and collective bargaining or negotiations. Thus, the University recognizes the formation of the Faculty Association (ISU-FA) and the Non-Academic Staff Association (ISU-NASA), labor organizations composed of the university’s faculty and non-teaching employees, respectively. Under which, all parties agree to the promotion of transparency in compensation practices and the regular tracking of pay scales that are non-discriminatory to either gender, race, ethnicity, and/or religion.

The University values open communication and welcomes feedback from employees on matters related to compensation. Hence, employees are encouraged to actively engage in discussions surrounding pay equality. Moreover, employees are assured that their concerns will be treated with confidentiality and sensitivity.

As stated in the Collective Negotiation Agreements (CNA) between the University and the ISU-FA and ISU-NASA, all employees are given monetary and non-monetary privileges designed to promote welfare, productivity, and morale. Employees are entitled to compensation day-offs in lieu of unpaid overtime, official break periods, and emergency leaves during calamities or family bereavement. The University also ensures a safe, healthy, and supportive work environment. In addition, ISU supports employees’ professional growth through staff development programs, scholarships, and official time for academic pursuits. Legal assistance, financial and moral support in case of work-related incidents, and opportunities for recreation, sports, and wellness activities are likewise provided. Overall, ISU employees can receive these benefits aimed to foster professional development, health, safety, and harmonious labor-management relations.

Furthermore, as approved by the ISU Board of Regents, accumulated savings were granted as Collective Negotiation Agreement (CNA) incentives to all ISU employees, regardless of gender, race, ethnicity, and/or religion.

This is in accordance with Department of Budget and Management (DBM) Administrative Order No. 135 s. 2005, authorizing the grant of CNA incentives to qualified government employees, which are sourced from Maintenance and Other Operating Expenses (MOOE).

The CNA incentive is through the effort of the ISU management, faculty, and staff in accomplishing performance targets at lesser cost and attaining more efficient and viable operations through cost-cutting measures and systems improvement.
