The Isabela State University (ISU) Office of Extension and Training launched the ISU Extensionists’ Paperless Review, Evaluation, and Submission System (ISU-ExPRESS) on October 17, 2025 during the Agency In-House Review (AIHR).
The design and development of the digital system, led by Dr. Ronald B. Rivera (from ISU Angadanan Campus) is a significant step in operational efficiency and supports the SMART-Green University vision of Dr. Boyet L. Batang (University President) by promoting a paperless workflow for extension projects.
“The ISU-ExPRESS is our office’s direct contribution to the University’s SMART-Green goal,” Dr. Ferdinand Bulusan (University Director, Extension and Training) explained. “We are creating a system that is not only efficient and transparent but also environmentally sustainable,” Dr. Bulusan added.

The digital platform is designed to streamline the submission, review, and evaluation of all extension projects across the University system. It aims to provide faster processing, improved transparency, and easier document tracking for all faculty extensionists.
The system includes an extensionist dashboard, communication modules, downloadable forms, and a comprehensive evaluation window. To formally employ the system, the extension presenters and evaluators utilized the paperless evaluation system during this year’s AIHR.
Dr. Fredisminda Dolojan and Dr. Emma Aspiras, both extension evaluators for the in-house review, said that the ISU-ExPRESS is “a user-friendly platform” for evaluators like them. “You made our [evaluators’] tasks easy because of this ISU-ExPRESS,” Director Dolojan commented.
Dr. Orlando F. Balderama (Vice President for Research and Development, Extension and Training) congratulated the University Extension Office and said that the system will serve as a central repository for extension data, simplifying reporting and data analysis for management.
Dr. Bulusan confirmed that the long-term plan is to institutionalize the use of ISU-ExPRESS across all university campuses. With this, the said office will continue to gather feedback from users to improve the system’s features and functionality further.
