Two (2) Gender and Development (GAD) Focal Persons from Isabela State University (ISU) are now part of the National Gender and Development Resource Program (NGRP). Lia Concepcion B. Villanueva and Haycel C. Vargas (from ISU Cabagan and ISU Ilagan, respectively) recently participated as part of the ninth batch of the said program.

Since its establishment in 2014, the NGRP has enabled the Philippine Commission on Women (PCW) to certify 164 GAD experts. The certification program has proven instrumental in assisting the PCW in meeting the growing demand for technical assistance on GAD. Currently, GAD training programs are widely provided by academic institutions and private training organizations.

Having been part of the NGRP, Villanueva and Vargas are expected to contribute to the following:

  • Providing technical assistance to requesting NGAs and LGUs to support capacity development initiatives on GAD;
  • Establishing mechanisms for the regular updating and sharing of information and resources, as well as a referral system for qualified resource persons, trainers, and other GAD technical assistance providers; and  
  • Developing and/or updating tools, learning materials, and knowledge products on GAD, along with conducting GAD-related research. 

Dr. Jhamie Tetz Infante-Mateo (ISU GAD Focal Person) was also re-certified as part of the NGRP Batch 2. The attendance and participation of the University in the NGRP can assist the PCW to address the growing demand from government agencies for GAD mainstreaming.

For additional context, the development of the PCW Strategic Plan 2013-2016 paved the way for conceptualizing the NGRP in 2013. The NGRP concept utilized the gains from the implementation of previous PCW programs such as the GAD Resource Center 1 (1990s), the GAD Resource Network 2 (2001), the GREAT Women Project 3 (2006-2013), and other similar undertakings.

Aligned with its mandate under the Magna Carta of Women (MCW) and serving as PCW’s comprehensive technical assistance framework, the NGRP is committed to deliver timely, strategic, and appropriate support on GAD.
