Mayor Amelita Navarro's quest to provide free education to the youth of Santiago City gave birth to Santiago City Campus.  The City Local Government is providing financial assistance to elementary and high-school students enrolled in all public schools.   This commitment brought another milestone when Mayor Navarro considered providing assistance to tertiary level and proposed Isabela State University to provide campus extension for Santiago City.  The City Local Government brought back to life the then Santiago Agricultural High School located in Barangay Balintocatoc to become the tenth campus of ISU on 2008.
